Having been to most of the groceries in the area, this Shopper's location has become my favorite. If you cook, this is your store. Their selection of raw ingredients (i.e., spices, flour, et cetera) is unmatched in NoVa. Latino selection is, again, unmatched outside of dedicated Latino markets. Staff we're helpful and treated me kindly when I needed them.
Prices are equivalent to its rivals. It is understaffed, but that is par for the course outside of TJ's and WF's. It is not as pretty as many other groceries - this is a ridiculous metric to judge a grocery by though. And, I would not shop here for bakery items, ymmv.
Worse case scenario if you try this store, there is one of the largest Safeway's in the are right across the street.
